Some Principles Guiding Aviation PPP In Japan, By Ministry Secretariat
Ms. Rieko Nakayama of the Ministry Secretariat, Ministry of Land Infrastructure, Transport & Tourism of Japan says the law enabling Public Private Partnership (PPP) emerged from institutional reforms in Japan, featuring key principles that guide operation of PPPs.
Speaking during a panel session on financing of infrastructure projects at the African Air Transport Convention & Expo held in Lome, Togo, June 15 to 19, 2026, Nakayama said “the key principle is that risk is allocated to parties that are able to handle it.”
“Also, airport PPPs must be linked to broader development strategies,” she said, adding that Japan is ready to support PPP development in Africa.
She said the private operators in Japan have increased revenue from the projects and that her country has a target of attracting 60 million inbound tourists by 2030. She said Japan’s Civil Aviation Bureau had in 2024, signed a technical cooperation with African Civil Aviation Commission (AFCAC).
