NCAA To Enforce Compliance With Reviewed AVSEC Measure From October 1st

The Director General of Nigeria Civil Aviation Authority (NCAA), Capt. Chris Najomo says the regulator will embark on a compliance and enforcement drive on the reviewed aviation security measure “from 1st October, 2025, as stated in the All-Operators Letter (AOL) we circulated since March 2025.”
In his opening speech at the Aviation Security Consultative Forum held today at Nigeria Security and Civil Defense Corps Headquarters in Abuja, Najomo said the NCAA is determined “to enforce the measures prescribed in the recently reviewed national aviation security documents in the letter, without fear or favour. I therefore, charge everyone present to show the desired commitment in complying with these measures, in order to avoid being a subject of enforcement action.”
He said “aviation remains a prime target for ever-evolving security threats; be in terrorism, sabotage, trespass or conflict zones, RPAS, insider risks, cyber-attacks or other emerging technological concerns that challenge our traditional in-dept defences. It therefore, becomes necessary that we greatly enhance our security architecture to be able to mitigate these expanding threats.
He encouraged stakeholders to see security as a shared responsibility. “No single agency or entity can achieve it alone. It requires coordination of collective efforts involving the regulator, operators, intelligence agencies, law enforcement and service providers, as well as the general travelling public. No stakeholder is left out,” he said.
